Every year, the Avon Taxpayers Association releases a book containing the budgeted salaries and benefits of all town employees for the coming year. Here are the top 10 highest paid employees for Avon schools and the town for 2012-2013, and the compensation for each.

Superintendent Gary Mala: salary: $175,000; benefits other than retirement: $33,040; total compensation, excluding retirement: $208,040

Avon High School Principal Jason Beaudin: salary: $147,310; benefits other than retirement: $27,812; total compensation, excluding retirement: $174,122

Superintendent of Schools David Title stands alone at the top of the class for salaries paid Fairfield's public employees in 2011, out-earning everyone by more than $100,000.

Title, hired as the town's schools chief in 2010, had gross earnings of $273,736 last year. He received no raise last year, but the Board of Education did award him a $10,000 bonus. Title's contract calls for annual compensation of $260,000, with a base salary of $225,000, a $22,000 tax-sheltered annuity and $13,000 in deferred compensation. He also could potentially be paid another $12,000 bonus this year.

"I would just like to say Dr. Title is a Harvard-educated PhD who brings tremendous business and educational experience to the district," Board of Education Chairwoman Pam Iacono said, "and I think that his salary is commensurate with his peers."

The next highest-paid public employee was police Lt. Keith Broderick, who grossed $173,641 last year, with $24,463 of the extra pay above his roughly $89,000 base salary coming from outside service jobs -- work paid by the private company hiring the officer, not the town.

"This is 18 years of service," Broderick, who is the police union president, said of his salary, which also reflects his three promotions. It is not a job, he said, where he could leave and go to another department and earn the same amount.

Broderick also estimated he received about $15,000 for police training classes he conducted, as well as police overtime and a shift differential for working evening and midnight shifts.

For those who fault police personnel working outside duty jobs, Broderick said, it is no different than those in other professions who work a second job.

"We are in the bottom third for pay scale for police departments in Connecticut," he said. "Eighteen years ago, we were in the top third, now we are in the bottom third."

Assistant Superintendent of Schools Margaret Mary Fitzgerald is third-highest earner on the Fairfield wage list with 2011 gross income of $171,392.

Spots four through eight on the list are held by Police Department because of overtime and outside pay, while educators round out the top ten list.

The first town hall employee to crack the 2011 list of highest wages is Public Works Director Richard White, who had gross earnings of $153,240, good for the 21st spot. Police Chief Gary MacNamara ranks 23rd with earnings of $150,976, while his counterpart Fire Chief Richard Felner takes the 24th spot with $150,812.

First Selectman Michael Tetreau's annual salary of $127,620 doesn't even rank his pay among the top-50 wages.

The only other town hall employee to make it into the top-50 wage earners, besides White, is Fiscal Officer Paul Hiller. Hiller's $136,903 in compensation last year ranked him 46th on the list.

School Superintendent City's Top Wage Earner For Second Year

For the second year in a row, Superintendent of Schools Dr. Michael J. Frechette is the city of Middletown's top wage earner, according to figures released Feb. 23 by the payroll department.

Half of the top 10 salaries were taken home this year by Middletown Police officers. Last year, six of the top 10 were police personnel *(see note below).

Frechette earned $154,990.61, slightly less than what he made the previous year, $155,735.26, and just above that of the second-highest paid employee, Acting Police Capt. Michael S. Timbro, $154,551.38.

Acting City Attorney Timothy Lynch is third, at $146,990.26; and Acting Police Chief William N. McKenna fourth at $143,878.51.

Eight of the city's top 15 wage earners are Middletown Police officers, compared to seven last year. Earlier this month, the Common Council voted unanimously to approve the police union contract through June 30, 2013.

Associate Superintendent for Teaching & Learning Barbara Senges is the fifth highest wage earner this year, with $142,362.30; last year she took in $139,057.49.

In comparison, Meriden's Superintendent of Schools Dr. Mark Benigni is in year two of a three-year contract in the $160,000 range. Middletown Mayor Dan Drew earns $78,332,80, the same as Sebastian N. Giuliano did upon leaving office last November.

In May of 2010, Frechette received the prestigious Outstanding Superintendent Award from the Neag School of Education Alumni Society of the University of Connecticut. He earned a Ph.D. in 1987 from UConn's Neag School.

The city is actively seeking a city attorney to replace Deputy City Attorney Lynch, who has been acting city attorney for three years. The posted salary for city attorney is $85,800 to $126,984.

Middletown High School Principal Robert C. Fontaine, who this year made $133,573.25, announced he will retire this summer after 14 years at Middletown High. Assistant Principal Colleen Weiner will replace him.
